Israel's demonstration of its military prowess in 1967 confirmed its status as a 'strategic asset,' as did its moves to prevent Syrian intervention in Jordan in 1970 in support of the PLO. Under the Nixon doctrine, Israel and Iran were to be 'the guardians of the Gulf,' and after the fall of the Shah, Israel's perceived role was enhanced. Meanwhile, Israel has provided subsidiary services elsewhere, including Latin America, where direct US support for the most murderous regimes has been impeded by Congress. While there has been internal debate and some fluctuation in US policy, much exaggerated in discussion here, it has been generally true that US support for Israel's militarization and expansion reflected the estimate of its power in the region. The effect has been to turn Israel into a militarized state completely dependent on US aid, willing to undertake tasks that few can endure, such as participation in Guatemalan genocide. For Israel, this is a moral disaster and will eventually become a physical disaster as well. For the Palestinians and many others, it has been a catastrophe, as it may sooner or later be for the entire world, with the growing danger of superpower confrontation.
The two main criminals are France and the United States. They owe Haiti enormous reparations because of actions going back hundreds of years. If we could ever get to the stage where somebody could say, 'We're sorry we did it,' that would be nice. But if that just assuages guilt, it's just another crime. To become minimally civilized, we would have to say, 'We carried out and benefited from vicious crimes. A large part of the wealth of France comes from the crimes we committed against Haiti, and the United States gained as well. Therefore we are going to pay reparations to the Haitian people.' Then you will see the beginnings of civilization.
[I]f you think that American imperialism and its globalised, capitalist form is the most dangerous thing in the world, that means you don't think the Islamic Republic of Iran or North Korea or the Taliban is as bad.
Respectable opinion would never consider an assessment of the Reagan Doctrine or earlier exercises in terms of their actual human costs, and could not comprehend that such an assessment—which would yield a monstrous toll if accurately conducted on a global scale—might perhaps be a proper task in the United States. At the same level of integrity, disciplined Soviet intellectuals are horrified over real or alleged American crimes, but perceive their own only as benevolent intent gone awry, or errors of an earlier day, now overcome; the comparison is inexact and unfair, since Soviet intellectuals can plead fear as an excuse for their services to state violence.
Some say that because the United States was wrong before, it cannot possibly be right now, or has not the right to be right. (The British Empire sent a fleet to Africa and the Caribbean to maintain the slave trade while the very same empire later sent another fleet to enforce abolition. I would not have opposed the second policy because of my objections to the first; rather it seems to me that the second policy was morally necessitated by its predecessor.)
A local phrase book, entitled Speak in Korean , has the following handy expressions. In the section 'On the Way to the Hotel': 'Let's Mutilate US Imperialism!' In the section 'Word Order': 'Yankees are wolves in human shape—Yankees / in human shape / wolves / are.' In the section 'Farewell Talk': 'The US Imperialists are the sworn enemy of the Korean people.' Not that the book is all like this—the section 'At the Hospital' has the term solsaga ('I have loose bowels'), and the section 'Our Foreign Friends Say' contains the Korean for 'President Kim Il Sung is the sun of mankind.' I wanted a spare copy of this phrase book to give to a friend, but found it was hard to come by. Perhaps this was a sign of a new rapprochement with the United States, or perhaps it was because, on page 46, in the section on the seasons, appear the words: haemada pungnyoni dumnida ('We have a bumper harvest every year').
It is truth, in the old saying, that is 'the daughter of time,' and the lapse of half a century has not left us many of our illusions. Churchill tried and failed to preserve one empire. He failed to preserve his own empire, but succeeded in aggrandizing two much larger ones. He seems to have used crisis after crisis as an excuse to extend his own power. His petulant refusal to relinquish the leadership was the despair of postwar British Conservatives; in my opinion this refusal had to do with his yearning to accomplish something that 'history' had so far denied him—the winning of a democratic election.
America capital has taken up this easy banner of world disorder and we are simply the poor willing fools that follow on behind. We are expected and asked to beat the Russians to death, and yet we are the ultimate victims ourselves: we socialists, we democrats, we progressives, we liberals, we republicans. Though it isn't the private crusade of America, American capital is conducting it, financing it, directing it, and using it, because America to-day is in the hands of violent expansionists, imperialists, capitalists, fascists—call them what you like. They believe the world is theirs, with their atom bomb and their sickening dollars. They are men who have seized America from the feeble hands of a frightened man, and through him they are directing a brazen attack upon the common liberties of all men. With our Imperialists they ask the world to stop Russia! Stop Russia for what?...So that American capital can extend its economic and political dominion over this entire universe, even to the poles! Like our own--these American imperialists are terrified of any movement for social and economic freedom because their Imperialism cannot exist in a better world and they know it. It cannot exist while Russia remains an example in social ownership and social courage. If we ever looked to America for leadership in human affairs, we may have looked to the late President Roosevelt, but these men are not Roosevelt men. Roosevelt's men have gone. Instead we have the new men of America. The men of capital representation, of military ambition, of political threat, of economic force. These are the men we are expected to follow in this great campaign against Russia. But it isn't only Russia that they attack. Their war is upon a world of resisting people who seek self-determination and some ultimate, simple, liberty. Their war is upon every progressive citizen, particularly those desperate partisans who fight for their liberty in America itself. Already the American schemers have the world by the throat. This very nation they have buttered with their silver dollars, saving us from the sins of all-out Socialism. Our entire economy to-day is primed and based on the American loan. What more dominion could one nation have over another?
As to the efficacy of the policy recommended by Rostow, it speaks for itself: no country, once underdeveloped, ever managed to develop By Rostow's stages. Is that why Rostow is now trying to help the people of Vietnam, the Congo, the Dominican Republic, and other underdeveloped countries to overcome the empirical, theoretical, and policy shortcomings of his manifestly non-communist intellectual aid to economic development and cultural change by bombs, napalm, chemical and biological weapons, and military occupation?
The Honourable Lady confuses the American people with American policy.... It is the very generosity of the American people which makes it possible for their policy-makers to confuse the trick them into believing that American is the God-father of the world. That is nonsense, and the American people should know it. If they don't get to know it, then the continuation of their present policy will make them the most despised people on earth. I know the Americans are generous. I know American policy is 'generous'. But there you have two different things. What the policy-makers expect in return for their dollar bounty is political co-operation against Russia and any other nation they like to call Red! I would remind the Honourable Lady that it is their anti-Red benevolence that is universal. In China, American capital is still spending more to create the military dictatorship of Chiang Kai-Shek than it did to assist China against Japan. With so many other nations in Europe and Asia broken by the war, American assistance with money and machinery almost means life itself. For national existence however, American policy has a price. It offers unconditional money, machinery, and arms to any nation that will denounce Russian and Communism and pronounce American as the God of all free nations. Even in defeated Italy, Germany, and Japan, American policy supports any sect that is anti-Red and anti-Russian. There is no end to this white American morality, it has its wide wide arms across the globe, its long fingers in every nation, and its loud voice in every ear,... Why talk about Russia!... If we must talk here about interference by one nation in another's affairs, let us talk of this American interference in every nation's affairs. Is there a nation on the face of the earth to-day except Russian and her so-called satellites which can hold up its head and say it is independent of the American dollar? We are all on our knees, and we won't admit it. Our American masters do not need arms and occupation; capital is enough. Capital is enough to strangle the earth if only it has the support of its victims. We are asked to support it—to bring others to their knees: France, Jugo-slavia, Bulgaria, Czechoslovakia, Poland, all of Eastern Europe, Greece, Turkey and Iran. The world over, we are asked to replace so-called Communism with the dollar. That dollar means governorship by those who will sell themselves and their nation for a smell of wealth and a grip of power. Such men are international. American has no monopoly on evil and stupid men. American simply has the wealth for bigger evil. The rest of us follow her according to our own evil and our own stupidity. British policy to-day is as bad as America's despite our Socialist Government.
